On Helpdesk Team, we can set Website Form Visibility to:

Open: all portal user can see and fill in the form

Follower: only followers of the helpdesk team can access the website form

If the website visibility set to Follower, the user portal who is not the follower of the helpdesk team cannot access the website form

If the user portal is the follower, they will be able to see the website form
